Despite always denying that Davao City Mayor Rodrigo Duterte is not running for President, he was again spotted in a motorcade somewhere in Malabon City.
“I am not a candidate for anything. Just forget it, I don’t even have the money to launch a campaign, I’m weak,” etc. He always saying this lines and became famous with it.
But under the rules of the Commission on Elections, a candidate may voluntarily withdraw and be substituted by a party mate on or before December 10. In their case, Martin Dino withdrew his candidacy and nominated Duterte as a substitute.
